1What is the Foreigners Identity Management System (FIMS) Project?
The Foreigners Identity Management Systems (FIMS) project is a Public-Private Partnership between the National Identification Authority (NIA) and Identity Management Systems (IMS) to register and issue foreign nationals secure, biometric and multipurpose smart ID cards called the Non-Citizen Ghana Card. This project provides foreign nationals the legal identity to access e-government and e-commerce services.
2What is the Non-Citizen Ghana Card?
The Non-Citizen Ghana Card is an official identification card issued to foreigners residing in Ghana. It serves as proof of identity, facilitating access to various services and benefits within the country.
3Who is eligible to apply for the Non-Citizen Ghana Card?
- A foreign national permanently resident in the country
- A foreign national who is cumulatively resident in the country for at least ninety (90) days in any calendar year
- All foreigners aged six (6) years and above
The following foreign nationals are exempted;
- a diplomat
- employees of the United Nations or an agency of the United Nations
- the spouse or dependent of persons specified above

To apply for the Non-Citizen Ghana Card, you can visit any of the FIMS offices across the country.
5Why do I need the Non-Citizen Ghana Card?
The Non-Citizen Ghana Card is mandatory for all foreigners residing in Ghana for several reasons:
- Proof of Identity: It serves as an official identification document, confirming your identity and residency status in Ghana.
- Access to Services: The card is often required to access various services, including banking, healthcare, and educational institutions.

6What is the registration process?
A scratch card must first be bought from any Cal Bank branch nationwide and this purchase triggers the registration process where applicant completes registration form, personal information and biometrics (fingerprints and photograph) are then taken. Applicant is then instantly issued a Non-citizen card which signifies the completion of the registration process.
7What documents do I need to submit with my application?
The required documents typically include:
- A valid passport
- Birth Certificate certified or validated by the applicant's country's Embassy
- An Oath of Identity form(s) obtained through the vouching process. Kindly note that vouching must be before a Commissioner for Oaths.
- You are also required to provide your digital address (GhanaPostGPS)
8How long does the application process take?
The entire process, including instant issurance of the card, takes approximately 30 - 40 minutes.
9What should I do if I lose my Non-Citizen Ghana Card?
If you lose your Non-Citizen Ghana Card, you should report the loss to the nearest police station and obtain a loss report. Then, you can apply for a replacement card through the FIMS website, providing the necessary documentation, including the loss report.
10Is there a fee for the Non-Citizen Ghana Card?
Yes, the fee for the Non-Citizen Ghana Card is One Hundred and Twenty Dollars (USD 120.00) or its cedi equivalent for first-time issuance.
11How do I update my information on the Non-Citizen Ghana Card?
To update your information (e.g., change of address, name change), you will need to submit a request through the FIMS website. You may be required to provide supporting documentation to facilitate the update.
12Can the Non-Citizen Ghana Card be used for voting or other civic duties?
No, the Non-Citizen Ghana Card does not confer any voting rights or eligibility for civic duties. It is solely an identification document for non-citizens residing in Ghana.
